What Is a Time-of-Use Rate for EV Charging?

Get A Fast Quote

Plugging in your EV as soon as you pull into the driveway may be convenient, but it is not always the least expensive time to charge. So, what is a time-of-use rate for EV charging? It is an electricity pricing plan that charges different rates depending on the time of day, and sometimes the season. For many homeowners, shifting most charging to overnight hours can lower the cost of powering an electric vehicle without changing how they use it.

A time-of-use plan can be a good fit for a home EV charger, especially when your vehicle sits parked for several hours overnight. But the savings depend on your utility, your household’s energy habits, and whether your charging equipment can follow a schedule reliably.

How a Time-of-Use Rate for EV Charging Works

Under a standard flat electricity rate, the price per kilowatt-hour stays largely the same no matter when you use power. A time-of-use, or TOU, rate divides the day into pricing periods. Electricity costs more when demand on the grid is high and less when demand is lower.

The most expensive window is often called peak time. In many areas, it falls in the late afternoon and early evening, when people arrive home, cook dinner, run appliances, turn on lights, and use heating or air conditioning. Off-peak periods are commonly overnight, when demand falls. Some plans also include a mid-priced shoulder period between peak and off-peak hours.

The exact schedule is set by your electric utility. It can vary by location, rate plan, weekday versus weekend, and season. A summer peak period may be different from a winter peak period. That means there is no single “best” charging time for every homeowner in Maryland, Virginia, Delaware, or Pennsylvania.

For EV owners, the basic idea is simple: start charging when the lower-priced period begins, and let the vehicle finish before you need to leave. If your off-peak rate is meaningfully lower than your peak rate, those overnight charging sessions can add up to noticeable savings over a year.

Why Utilities Offer Different Prices by Time of Day

The electrical grid must be able to meet the highest demand of the day, not just average demand. Peak demand puts more strain on generation, transmission, and local distribution equipment. By encouraging customers to move flexible energy use to quieter hours, utilities can reduce that strain.

EV charging is particularly well suited to this approach because most drivers do not need their vehicle to begin charging the second they get home. If you arrive at 6 p.m. and leave at 7 a.m., your car may have more than enough time to wait until 10 p.m. or midnight before charging begins.

That flexibility is valuable, but it also creates a new habit to manage. Charging during a peak window may cost substantially more than charging overnight, depending on the plan. Homeowners who frequently need a fast top-up right after work may not see the same benefit as those with predictable overnight parking.

How to Tell Whether a TOU Plan Makes Sense for Your Home

A lower overnight EV charging price sounds appealing, but it is worth looking at the whole household bill before switching plans. A TOU rate affects more than your car. It may change the price of cooking, laundry, air conditioning, heat pumps, pool equipment, and other major electrical loads.

Start by reviewing your utility’s current rate options and the hours assigned to peak, off-peak, and any middle-priced periods. Then consider when your family normally uses the most electricity. If your home is busiest during expensive evening hours, a TOU plan could increase other parts of your bill even while reducing EV charging costs.

It can help to look at a few practical questions:

A household with one EV, overnight parking, and flexible laundry or dishwasher use may benefit significantly. A household that charges immediately after work, runs electric heating or cooling heavily during peak periods, and cannot shift usage may be better served by a flat rate. The answer depends on your actual routine, not just the advertised off-peak price.

Scheduling Your EV Charger for Off-Peak Hours

Many electric vehicles let you set a charging schedule through the vehicle’s dashboard or mobile app. Many Level 2 chargers offer the same feature. You generally only need to set one schedule, either in the vehicle or the charger. Setting conflicting schedules in both places can cause confusion and leave the car uncharged when you need it.

For example, if off-peak electricity begins at 11 p.m., you can plug in after arriving home but program charging to start at 11 p.m. If you need 25 kilowatt-hours for your next day’s driving and your Level 2 charger delivers about 7 kilowatts, the vehicle may be ready in roughly four hours. It can finish well before morning while using the lower-priced window.

Your charging speed matters. A standard 120-volt outlet adds range slowly and may not fully recharge a vehicle overnight after a long commute. A properly installed Level 2 charger uses a 240-volt circuit and can usually provide enough capacity for overnight charging, even with a delayed start time.

Some homeowners also use their vehicle’s charge-limit setting. Charging to the manufacturer’s recommended daily limit rather than 100 percent can help preserve battery health and reduce unnecessary energy use. Save a full charge for road trips or times when you truly need the added range.

The Electrical Setup Still Matters

A time-of-use plan can reduce energy costs, but it does not change the electrical requirements for installing a home charger. Level 2 EV charging requires a dedicated circuit sized for the equipment and installed according to applicable electrical codes. The charger, circuit breaker, wiring, and panel capacity must work together safely.

Older homes may have limited electrical service or panels that are already carrying a heavy load. Adding an EV charger without evaluating that capacity can lead to nuisance breaker trips, overloaded equipment, or an installation that cannot support the charging speed you expect. In some cases, a panel upgrade, load-management device, or different charger setting may be the right solution.

The charging location matters, too. A garage, driveway, or exterior wall may require weather-rated equipment, appropriate cable routing, and a placement that avoids trip hazards and strain on the charging connector. A professional installation is about more than getting power to the wall. It is about making daily charging safe, convenient, and dependable.

Common Mistakes That Reduce TOU Savings

The most common mistake is assuming the same hours apply all year. Utility schedules can change by season, day type, or special event period. Check the current rate details instead of relying on a schedule from a neighbor or an old online post.

Another mistake is overlooking the rest of the house. A homeowner may save money by charging an EV after midnight but pay more because air conditioning, electric cooking, and clothes drying occur during a costly peak period. If possible, shift flexible tasks such as dishwashing and laundry to lower-cost hours as well.

It is also wise to prepare for exceptions. If you need unexpected range for an early appointment, family emergency, or weekend trip, charge when you need to. The goal is not to chase every penny at the expense of reliability. A TOU plan works best when it supports your real life rather than creating daily stress.

Getting More Value From Home EV Charging

The convenience of home charging is that the vehicle can refuel while you sleep. A time-of-use rate gives that convenience an added financial advantage when your schedule aligns with off-peak hours. You can come home, plug in, and let the schedule do the work.

Before buying or upgrading charging equipment, confirm your utility’s rate options, your vehicle’s charging settings, and your home’s electrical capacity. Stella Electric can help homeowners plan a safe Level 2 EV charger installation that fits the panel, the parking area, and the way the household actually uses power. The best setup is one that gets your EV ready each morning while keeping charging simple, safe, and predictable.

I called Stella Electric about flickering lights in my home and spoke with Rich. He recommended contacting BGE first, explaining that the problem could be on the utility’s supply side. He even gave me a script to avoid any pushback from the utility company - turns out it wasn’t necessary, but it still was great to have in my back pocket. He was absolutely right, and his advice saved me the cost of having an electrician come out to diagnose it.I really appreciated him taking the time to help me over the phone and steering me toward the right solution. That kind of honesty and care builds trust and earns a loyal, long term customer. Stella Electric will be my first call the next time I need electrical work. Thank you, Rich and Stella Electric!
