What IC rated means

An IC-rated recessed light is designed and tested to be safely installed in direct contact with insulation. These fixtures manage heat so that surrounding insulation does not become a fire hazard. IC-rated lights are required wherever the fixture will be in contact with or covered by insulation, which is common in ceilings below attics or in insulated ceiling spaces.

What non-IC rated means

A non-IC rated recessed light is not designed to be in contact with insulation. These fixtures require a clearance, typically a few inches, kept between the fixture and any insulation, because they can run hot enough that contact with insulation would create a fire risk. Non-IC fixtures are only safe where you can maintain that required clearance from insulation.

Why the difference matters for fire safety

The entire point of the IC rating is preventing fires. Recessed lights generate heat, and insulation traps heat. If insulation contacts a fixture not rated for it, that trapped heat can build up to dangerous levels and potentially cause a fire.
